The New York Small Business Grant Landscape

New York State has over 2.3 million small businesses and invests significantly in programs to support them — through Empire State Development (ESD), the NYC Department of Small Business Services (SBS), regional CDFIs, and a robust MWBE certification system that opens access to billions in state contracting and grant programs. New York City alone has more active small business grant programs than most states.

State-Level Grant Programs

State — ESD

Empire State Development — Small Business Programs

Empire State Development is New York's primary economic development agency. ESD administers grant programs through its regional offices including the Excelsior Jobs Program (tax credits tied to job creation), the Innovate NY Fund (for early-stage tech companies), and various regional economic development grant rounds. ESD programs are highly competitive but offer substantial award amounts — many in the $25,000–$500,000 range for qualifying businesses.

State — ESD

New York Forward Loan Fund (and Successor Programs)

New York has periodically launched state-funded relief and development programs for small businesses through ESD and partnering CDFIs. Check esd.ny.gov for currently active programs — New York State consistently ranks among the most active states for small business grant deployment, particularly following economic disruptions.

State — MWBE

New York State MWBE Program

New York's Minority and Women-Owned Business Enterprise (MWBE) certification is one of the most valuable business certifications in the country. Certified MWBEs get priority access to state contracts, subcontracting opportunities, and several grant programs specifically for MWBE-certified businesses. New York State has set ambitious MWBE utilization goals, making this certification extremely valuable for any qualifying business doing work with state agencies.

New York City Programs

NYC — SBS

NYC Department of Small Business Services (SBS)

NYC SBS is arguably the most active city-level small business support agency in the country. SBS runs grant programs for NYC-based businesses, administers the NYC Business Solutions centers (free grant research and application assistance), and coordinates with CDFIs on below-market financing programs. SBS has periodically operated major grant programs — check nyc.gov/sbs for current opportunities.

NYC

NYC Economic Development Corporation (NYCEDC)

NYCEDC runs industry-specific programs and neighborhood commercial revitalization grants. Programs include the NYC Neighborhood 360 Fellow Program (commercial corridor grants), industry acceleration programs for tech, life sciences, and industrial businesses, and the Made in NY Manufacturing Incentive Program for manufacturers. Most NYCEDC programs have specific geographic or industry eligibility criteria.

NYC

NYC Business Improvement District (BID) Grant Programs

New York City has over 70 Business Improvement Districts, many of which run their own grant programs for member businesses — particularly for storefront improvements, marketing, and business development. If your business is in a BID area, contact your local BID directly. BID grants are often smaller ($1,000–$10,000) but have low competition and simple applications.

Regional Programs Outside NYC

Upstate NY

Regional Economic Development Councils

New York State's 10 Regional Economic Development Councils each receive annual allocations to fund local economic priorities. Businesses can apply for grants through the NY Consolidated Funding Application (CFA) — a single application that routes to multiple state programs simultaneously. The CFA opens annually and is the most efficient way to access state grant funding for businesses outside NYC.

Federal Programs with Strong NY Presence

  • SBIR/STTR — New York has major SBIR activity in life sciences (NYC metro, Albany), tech (NYC), and defense (Long Island). NIH SBIR is particularly active for NY-based biotech and health tech companies.
  • SBA STEP Grants — For NY businesses exporting goods or services, STEP grants through Empire State Development can fund trade show attendance and international market entry.
  • EDA Grants — Several Upstate NY regions have federally-designated distressed area status with active EDA programs.
  • CDFI Programs — NYC has one of the densest CDFI networks in the country. Organizations like Accion, Community Reinvestment Fund, and NYC Small Business Solutions partners actively deploy CDFI grant and loan programs.
